Ministry Of Agricultural Economy Hunting Identification.

Here is a bilingual 1977 Hunting Identification to 80 year old ვლადიმირი სიმინის-ძე მზარულუა (Vladimiri Siminis-dze Mzarulua).

It looks like he was (successfully) out in some poor weather in Georgia. Not bad going for an octogenarian.
