The white glow probably only indicates post 1940's documents. Again, the documents are probably good, but the data entered doesn't reflect a real recipient. Fakers commonly take the later-issue documents, add a name and signature, fake stamp and pass them off as war issue.

From what I understand, the glowing is caused by the lighting up of chemicals used to bleach the paper that you don't find in the 40's or earlier. You find the same phenomenon with paper money, and is one of the ways to identify real from counterfeit money (real bills don't glow under black light, except inks and fibers that are purposely included as security features).

I suspect that and stock of old documents has been used after 1940. the question is now how long approximately are these used.

I believe all documents printed on glossy paper will glow, including legit post-war issues. At the same time not all fakes will glow, so it's not an indication.

It's the cellulose in the paper that glows under black light. Paper money is usually made with cotton or ramie fibers which do not glow under black light.
I believe that the finish (glossy or flat) does not have any relevance as to the glowing under black light.

As a rule, I only leave feedback AFTER the seller has done so.

THis is a common problem on ebay, many sellers refuse to leave feedback unless you do first. Even though you paid first before getting your item.
It makes the whole feedback thing pointless as buyers don't leave the proper feed back as they know they will receive either negative or positive feed back in reponse from the seller.

So I wait for the feedback first, if I don't get it. I then ask for it and if still don't get it. Then I don't leave one for them.

I suspect this document is like the others I have been seeing lately. The document itself is genuine, the information in it isn't. Same signature that I've been seeing. Am I right?
