Golden edged graduation badge versus silver edged graduation badges

Please, what is the actual difference between the academy graduation badges with golden and silver out edge? I have had a discussion with a collecting friend in the UK who claims certain experts in the UK has told him that silver edged academy badges are for officers and that the golden ones are for generals. I told him what I had read here on golden edged one being for the Voroshilov General Staff academy (? name) only, but I would still be more confident if I got a more or less "this is fact, period" - answer.

The reason I bring this up is also that I got an extremely nice BG general uniform and it has a golden edged academy badge. NICE!

As I know it is correct.
Voroshilov Academy is for Generals.
Golden badge is the badge for the Academy of Generals.

General staff academy badges are similar to the regular academy ones, except that they are gilded.
