This guy was probably responsible for issuing some of those medals:

Issued in 1954 to Kostiuk, Samuil Semionovich, Member of the Main Committee of the All-Union Agricultural Exhibition.

Do you know if there is a link between these medals and this document published in 1940.
I see 3 of these documents and none was signed. Do you know why?

There is a connection, but not a direct one; this document was awarded to a participant of the 1940 VSKhV exibition whereas medals were awarded to prize winners.
