yes, the flag of the minister defense is also hand drawn, as I have to same sized same year flags, when you look at it closely, the difference in details is significant.

That flag is in no way a silkscreen. I've taken many classes on it and it looks nothing like it should. There would be some obvious signs that it was which this one doesn't. First off, the ink would be different. It's a very thick paste-like ink instead of a normal ink. There would also be some excess ink on the flag itself. Just like little specks where the ink went through or had too much the screen.

Navy flag for the vessel of the commander of a group of ships. Two stars is for the flotilla commander and three stars is for the commander of the fleet.
