The docs were issued on Apr 1, 1970, Oct 23, 1985, and Feb 29, 1988 by the Military Commissariat of the Oktyabr Raion of the city of Ivanovo. The other two were issued to Boris Petrovich Klimenko on Apr 5, 1970 by the Military Commissariat of the Koryukovka Raion (Chernigov Oblast) and to Anna Vasilyevna Kugmir on Nov 2, 1970 by the Military Commissariat of the Chernigov Raion (Chernigov Oblast) . We all start somewhere. It gets a lot easier with time and practice.
Cyrillic can be very similar to Latin and sometimes rather different. For those members who think Cyrillic is too hard imagine the other alphabets that are completely unrelated to Latin.

Kugmir is a non-Russian ethnic name. There are some gathered in Kurgan Oblast (near Kazakhstan) which may be a clue.
