Everything is possible indeed. I just think we should not jump to conclusions until a proof is found/provided.

Few things that I found about that General:
The Lieutenant General became Colonel General later in his career, he was born in 1923 and died in 1991. In terms of OPW, he would have received two OPW I class, and one OPW II class (http://9may.zauda.ru/index.php?optio...&Itemid=100062)

I find it just a little bit strange that there are no OPWs on podvig for anyone of this name.

Time may well change this.

I would recommend getting his record card - it costs just 20 bucks and it will answer all of your questions (whether the group is real / complete and whether the awards on Podvig are his).

A Lenin Centennial document, which I can partially translate, but what is eluding me is his rank, first and last name, unit and signature. His middle name is Sergevich, I think, and the document was signed April 22nd, 1970; thank you for your help. . .

Your date is correct. Awarded to Petty Officer First Class Anatoly Semyonovich Kishinsky, signed by the acting commander of military unit nr. 31119, Captain 1st Grade Suchkov.

Bill, I'm pretty sure your sailor was a submariner, 26th Submarine Division, Pacific Fleet. A history in Russian can be found here:
