I was just wondering, since a Armor General had a black cap band to distinguish himself from regular general, is it possible that some KGB generals decided to private purchase a cap with red piping and blue band?

As far as I know, from regulations and from talking with the curator of the Secret Police Museum here in StP, royal blue piping was used up to and including the rank of Polkovnik. Once reaching General's level, piping was standard red. As such, royal blue piped KGB general's uniforms are an incongruity.

You are absolutely right about KGB, but general’s uniforms once upon a time existed with royal blue piping and it’s has nothing to do with KGB and with womens ranks.
