Here is a Medal "For Labour Valour" to Georgij Stepanovich Volodin dating from 15th June 1981.

The Ukaz is dated 2nd April 1981 which was a giant group of awards to the Ministry Of Lines Of Communications. �� online

Seeing that this is a Medal "For Labour Valour" it was most likely for 15 years service.

Indeed. Although one would like to see all Railway workers as Locomotive workers there is a full spectrum of jobs, Rail security, maintenance, logistics, cleaning, pretty much everything. May have spent 15 years stuck in a ticket booth or shovelling coal for 12 hours a day. Still need to dig deeper but I love these "Lines Of Communication" awards even if like this one, they are not overtly Train themed.

Ctahhr, here is the Ukaz for the HSL recipients for that same awarding. Unfortunately, I don't have the list of recipients of the other lower awards.
