A question, is this now 4th the class or a separate medal ?

It is a separate medal, which follows the idea of the order, but it is not at all considered as 4th class.

Is it possible that the case of my medal doesn't belong to this medal that came with? Or sometime they mixed cyrillic written medal with non cyrillic written case.

Labor medal in cyrillic script in box with latin script nothing unusual.You can find vice versa and all combinations are possible.Your box is early one from 50-60.
Second one is military merit medal for soldiers,NCOs and junior officers.
