Was wanting to know if anyone can confirm or deny that these are Russian. If they are can one expound upon them.

The standing guy is definitely Russian. "Pavel" or Paul seems to be the photo studio and I can't read anything else due to the small print. Although I'm not an expert, the medal "rack" has tsarist medals from Nicholas II's time and I'm guessing the oval badge below the medals may be an academy graduation badge or a unit badge. Hope that helps.

The guy in the second photo is tricked out to look like Paul I, who was murdered about forty days into his reign so that Alexander I could become Tsar. It's probably a pix of an actor or someone dressed for a pageant.

the guy in the photo actually looks a little like Paul - who was a homely, froglike dude in reality...

The first guy is probably a civil servant - maybe in the Imperial Russian diplomatic corps. The interesting thing is the Austro-Hungarian award in the middle of his medal mounting...
