What is this Neck Medal

Does anybody know what this neck medal is? It has a red neck ribbon, a small pin (about 40 mm), assumable for fastening the ribbon in the back. The main medal is much larger (about 75 mm) and very heavy.

Do you know any of the particulars, like what era or what republic, if not the whole USSR?

I have a complete collar with this medallion. Although I do not know 100% for sure, I was told that it was used all over the USSR by the official in charge of the wedding ceremony (similar to the wearing of a red-white-blue sash in France for instance).
My collar is made up of the large medallion hanging from a chaine made of smaller sized medallions decorated with the hammer and the sickle. It is made of typical anodized Soviet aluminum type of metal, which makes me say that it dates most likely from the 1970's or 1980's.

I've seen something similar in photos of weddings. I can't say for sure on this one. I'll yield to others with more expertise than me.
