Medal "25 Years Of Civil Defence".
The Medal "25th Anniversary Of Civil Defence" was founded in April 1976 and awarded for meritorious service to the Civil Defence of the People's Republic Of Bulgaria.
Here is the Type 1 Medal.

Here is a document for the 14081th Medal awarded to Doctor Penko Ninov Vladov and personally signed by Major-General Ivan Burudzhiev on 20th April 1976.
