Without translating the entire document, it's a certificate for an ethnic Tatar stating that he's served out his 5 year sentence, from 28 August 1937 to 27 August 1942 and was released to a particular train station in Tatar ASSR.

The rubber stamp on it states that this certificate had been exchanged for a passport.
