Rank had nothing to do with administrative duties. One's job defibned the duties and rank was seperate. For example there were lieutenant-colonels, colonels, magor-generals and lietenant-generals serving as Divisional Commander (even majors for brief periods).
Engineering Marshal Vorobyev was head of red army engineers and deputy minister of defence. Signals marshal Peresypkin was head of red army signals, deputy minister of defence and minister of communications. Tank Marshal Rotmistrov was never (during the war) head of tank forces or a deputy defence minister. Shawn |
