This won't be a lot of help, but it is some form of diploma from the MRYL (Mongolian Revolutionary Youth League). Not related, so far as I can tell, to the award of any decoration or even badge. (The awards shown so nicely are those received by the MRYL.) Just part of the pretty multi-colorerd world of Monmgolian certificates.

2 other diplomas with portraits of both Choibalsan and Sukhe bator.
The second diploma, delivered in 1961, is headed with the first type of coat of arms, but is stamped with the second one, introduced in 1960. |

another one delivered in 1963, to Jamdaljav (?). This diploma is without portraits of Choibalsan nor Sukhe Bator
