Something to this effect: "Higher Military-Maritime Engineering Institute (Student?)". I don't know the phrase completely, and cannot see the end of the last word.

The last word is 'school', so it is literally Higher Military-Maritime Engineering School or Higher Naval Engineering School.

Literally it is "Higher Military-Maritime Engineering School named after Dzerzhinsky", the same Dzerhinsky where several warships were named after.
