Order "Hero Of Chernobyl".
Here is the Order "Hero Of Chernobyl" (Орденом "Герой Чорнобиля") which is awarded by the "Union Of Chernobyl Invalids" and instituted around the time of the 25th anniversary.
The case is very similar to those of many PMR Jubilee awards.
