Yes, it IS a certificate to a badge, and by using the SEARCH option you probably have found the correct thread to post the document. I merged your posts to this thread.

As you can see, the style of the stamp is not an indication to authenticity un this case.

With all due respect, I do use the search option, but when I don't know what the document/badge/medal is, how can I find it if I don't have a clue what it is??? In any event, thank you for pointing me in the right direction.

This is a rather rare badge, and I'd say that the document is even rarer. Draw your own conclusion...

Guys,

I do not believe for a sec that either of those documents is genuine. Consider this: a document issued in the 1920s should have some wear, at least to the spine, corners, etc; paper on the inside of the spine would no dount have at least some tear, which always happens to this type of booklets; gold on the cover would've been almost black from wear, age and patina; hand writting is neat, but modern; ink is fresh, etc., etc.
