Here is a document for the Medal Victory over Germany issued to Lieutenant-Colonel Petr Nikiforovich Merenkov dated October 17th, 1945 by ____?____ , and signed by Major-General D. Mitryev, Serial #V0180877. Amongst the cursive Cyrillic, the illegible stamp, and the acronyms I am unable to determine the unit designation. Any assistance would be greatly appreciated, and thank you!

Hi everyone,
A little help please :) I have a case where someones position has been listed as "полномоченный" and then later "старший полномоченный" - Literal translation seems to be "plenipotentiary" and then obviously Senior Plenipotentiary "a person, especially a diplomatic agent, invested with full power or authority to transact business on behalf of another." BUT If someone was in the Central Transport Commssion of the OGPU... or other organs of the GPU/NKVD/KGB/MVD... what would a good translation of this job title be? Thanks! Tom |

I'd say a plenipotentiary is a good word here.
He was sent as a person to manage the comission's affairs in the area. |
