Yes, and there's a certain time period where it happened more frequently, at least that's what I'm lead to believe.
I was told at one point in the war the supplies of enamel weren't available for the medal (and the CS medal as well I think) so the powers that be used a laquer-type substance. Over time the laquer's proved less durable.
I'm not sure how accurate that story is but it seems to jibe with some examples I've seen.

Considering the source, yes, it is.
If you are concerned about the dates it's due to the fact that Armys, or "Fronts" got awards in batches and one Army with a higher number awarded their BM before the other Army with the lower number.

Manufactured medals were distributed to several armies and, depending on how many men were more likely to spread or less before?

The medals were manufactured and then distributed already numbered.
A medal with number 30.000, for example,Could be given a year later to be manufactured.

You are right. The mint made a whole lot of medals at one time, which were then split up and sent to the various fronts. It means that a medal could be awarded even several years after it was manufactured; it also means that some fronts which received higher serial numbered medals would issue them sometimes before some lower-numbered medals sent to other fronts.
In other terms, the serial number is an indication only of the period of award. The only concrete proof of awarding date is that in the official document.
