Major changes to the the Russian Award System

On September 7, 2010, president Medvedev signed the huge Ukaz #1099 reorganizing completely the Russian award system.

In short (and highly incomplete):
. all future jubilee medals will no longer be state awards
. the Order of the Red Star goes on retirement (it is not yet decided if it will be to Hawaii or the French Riviera ;))
. all orders will be on suspension (including Ushakov, Nakhimov, Nevski, Suvorov, Kutuzov, Zhukov)
. all state-awarded medals will be numbered
From the Ukaz, it can be deduced that all awards received before 7/9/2010 retain their priviledges and status.

Paul,

Apparently, the Red Star was part of the RF award system up until this Ukaz, although I do not know of any awarding of it as a Russian award.

As far as catch-up awards go, I tend to think that they will keep awarded them to those who earned them way back when, but never physically received their award.

There seems to be a great deal of detail there, but my online translation programs choke up at the length and legal intricacy of the text. I hope one of our experts will give it a read through and see what it says. Does it, for example, do anything about the proliferation of ministerial, private, and other non-State awards?

It does seem to retain the wearing of all unribboned right-chest Soviet awards in their old locations. The problem is that many of the new awards take the old name, add a ribbon and a cross, and plop them on the left chest among the neo-Tsarist stuff.

If you make it to the end you will be rewarded by a very nice color plate showing these awards.

Some more important novelties that I forgot to mention:
. the gold star of Hero of the RF can only be awarded once. This means then end of multiple heros.
. awards can be made only once every 5 years, and provided the new award is based upon new achievements. In other terms, if someone receives a State award in, say, 2011, he cannot receive another State award before 2016, and in order to be awarded in 2016, s/he will need to have achieved something worthy for the award. Exception to this rule are cases of bravery, risk of life and the like.

Ed,

This Ukaz addresses (re)defines the State award system, nothing else.
Regarding previous awards (tsarist, Soviet, Russian up to 7/9/2010), they retain their prerogatives and privileges, and are worn the way they were supposed to be when awarded (hence, Soviet screwbacks on the right side of the chest).

I see the end to State Jubilee medals as a way to clear up confusion. There are now so many non-Federal awards being issued why bother? Also if everything is numbered it will make it easier in the future to research although I don't think collectors will be finding this change friendly to their pocket. Hopefully this change can standardise the system rather than having modern, rehashed Soviet and rehashed Imperial awards competing. Progress?

This ukaz deals (and intends to deal) with only with narrowly defined "State" awards. It ignores the the various church awards (which no one dares to touch), the private medals (whether veterans bodies, "Cossack", "Umalatova ", or other), and every-growing ministerial awards. It will be interesting to see if there is every any effort at controlling these.

I have a Church award.... I'm guilty! What we call "Umalatovas" are actually issued by the "Permanent Bureau Of The Congress Of People's Deputies" and they have stopped (as far as I know) producing "fake",faux catch-up" or (Insert your own) awards. Now most of the Jubilee type awards are coming from the "Russian Awards Committee" and the "Council Of Veterans Of The Soviet Army And Naval Fleet Of The U.S.S.R." but then again you get single awards coming from various "committees" like "People Of The Blockade Of Leningrad" and "All-Russian Social Organisation Of Veterans Of Naval Infantry "Typhoon"". Many of their medals and such have official state emblems on and sometimes it's difficult just to work out where something has come from. It also doesn't help that the ministries and departments of the Russian Federation aren't always Johnny on the spot updating their websites.

The only state awarded screw back (and they might very well be pin back since I've never seen the reverse) are/were the impeccable service badges with the Roman numerals and they were to be worn below medals on the left side.

Unless you have some ministerial badges, you are going to look a bit lopsided on parade days if your military career is just starting.:rolleyes:
