Here is a still grimy example of this Badge. The reverse reads "Цагдан Сэргийлэхйн Хундэт Тэмдгээр" (Police Honorary Badge).

This happens to be an Badge (Тэмдгээр) as stated on the document and not a Medal (Медалийн) which is indicated on the award documents of Mongolian Medals.
The full Mongolian title is "Цагдан Сэргийлэх Байгууллагын 50 Жилийн Ойн" Хундэт Тэмдгээр. Is there a ribbon bar?
