1966 Meeting for Father Heroes

Was this medal part of a yearly event or did the meeting happen only once in 1966? Was it a meeting to honor fathers that had been killed in action? Or am I completely off the track?

Does anybody have any information about the background of this medal?

There was a youth movement in the SU dedicated to study of less known battles of WWII, discovery of unknown or forgotten heroes, etc. This medallion commemorates one of their yearly meetings. I don't believe it belongs on a five-sided suspension.

"This is a nice and rare Communist era Russian / USSR medal to commemorate all the HEROS / Heroic father men who died in WWII. Medal was presented during a special gathering in the hero town of Moscow in 1966."
