This is the "For cultural work in the organs of internal afairs" badge of the USSR MVD. It is badge 1.3.33 on page 83 of Kutsenko's "blue book".

Not much is told about it in the book. It dates from the 1968 to 1980s period.

It was clearly given to MVD personnel who worked in the "arts" - musicians, propagandists, librarians, etc. As part of their police function the MVD often ran community or youth-group projects which included cultural elements.
