Medal "For Merit".
The Medal "For Merit" (Медал „За Заслуга“) was founded 25th December 1881 in three "metals" Gold, Silver and Bronze. Awarded either with or without a crown for civilian or military merit to the crown or to the nation. A special Gold Medal with diamonds was created for temporary regent Stefan Stambolov. The Gold Medal was awarded a total of 66 times.
Here we have the Tsar Ferdinand Silver Medal With Crown and peacetime ribbon.

Here is the Boris III Bronze Medal With Crown (wartime issue without "a") and case of issue. This particular item was "liberated" during the Western allies push into Europe in 1945 so was most likely sat in a warehouse or the factory of production in the Greater German Reich rather than being awarded to a German by Bulgaria.
