It's a winner of a 1953 shooting competition badge.
I think the red enamel is not original.

The mirror reverse "Victor" or "Winner" that is obliterated on the obverse is kind of a give-away about the added-on enamel. But a fake badge? I don't think so, if that means originally produced or later altered in order to deceive. This is more like body putty on a '53 Chevy. It's not likely that some crook thought he was getting away with something. Probably, someone thought the badge needed something to hide some damage and this is what they chose. Myself, I wouldn't put this in the Fakes forum, but I may be more tolerant of these things than I should be.
