Do you have any more information about the circumstances under which this medal was presented? Can you make out the number on the stamp? Is it 11607 or 11667? 11607. Fortunately I had this document close at hand because the scan isn't too clear but nor is the document for that matter.

Soviet Military Unit 11607 was an Armoured Train based in the capital city of the Jewish Autonomous Oblast. I don't know if this would be work for BAM or advising during tensions with the People's Republic Of China.

Prior to his "visit" to the USSR he was in the 21st Motor-Rifle Division and he returned to the 2nd Army. His passport would suggest a military advisor. Research on the Order "For Military Valour And Merit" is expected to confirm this.
