The Medal "Civic Merit" (Medalia „Meritul Civic”) was founded on 30th July 1992 and is the middle in the order of precedence of Moldovan Medals. To date c4000 have been awarded for merit to the nation.

I'd say there is a very good chance this example was awarded in 1992 as it is #00001.

I found the chap and it was a 1992 award.

Decree #209 of 6th October 1992 awarded Teodor Badrajan, Sewer Worker of the Company "Apă-canal", "For long work in the development of water supply and sewerage networks in Chisinau and introduction of modern methods of wastewater treatment".
