I can't say exactly what it is but it's from the United Arab Republic, short lived combo Syria-Egypt. Text in the front says something like we give peace to those who come in peace. Not much but maybe something to get further with.

I also pinpointed it to the UAR although nothing closer. Not a very popular area. Beyond that it may be organisational. The suspension is a later addition. The ribbon may or may not be.

The full text reads "We give peace to those who come in peace, we bring war to those who come in aggression"
