Sheffer, Leonid Aleksandrovich, Starshina, Driver, Samarkand MVD
I just picked up this really nice grouping for the price of two of the anniversary medals.
For me, the most interesting part of the grouping is this booklet with photo. I have never seen another like it. What is it? Also, I think that it is really rare for an NCO to receive these type of medals. Please, I would like to know your thoughts on this. The Combat Service Medal is really cool. NCOs did not receive this for long service, so it must be linked to some event... perhaps participation in Korea? There are some blank form areas, but I did not photo them. |

This is a "Удостоверение Личности Сверхсрочнослужащего Вооруженных Сил СССР" Personal Identification Of Extended Service in the Armed Forces of the USSR.
Service 1939-1954 would indicate the Medal being a long service award.

Thank you. I did not think that enlisted folks received these for long service. Also, the medal was awarded in 1951. I will take a picture of that page and post it in a few. I missed that one. |

Everyone top to bottom received the long service Medals/Orders. He got his 10 years long service as a Medal "For Combat Merits" and his 15 years long service as a 2nd Class "For Impeccable Service".
He was a "Starshina" in the MVD and the USSR was not in the habit of sending policemen to Korea. As he did serve in the GPW I would suggest that this is the larger part of a broken group.

Here is that booklet. I think that it is interesting that the WW2 part of his career is completely missing. Is even possible to even find out what is missing?

I'll run him through "the site" and see if anything turns up.
His long service awards (1951 and post Jan 58) seem very hit and miss seeing as he got his 10 years service after 12 years and 15 years after 19 years. Maybe not the perfect policeman?

Would it have been possible to have served as a policeman, through the war, and not be eligible for any of the WW2 related medals, to include the Victory medals?

Here is what the site says.
OPW2 but not awarded to him until 1991! Maybe it took some time to get them out to the Uzbek SSR? He was a "Driver" by the way.
