Short description of personal combat feat or accomplishment
He has served in the 15th Air Army since June, 1943. He has been the Senior Fire Inspector. He has dealt with his responsibilities well. As a result of his work, he greatly enabled the successful conduct of anti-incendiary measures in the units, which as a result, the number of fires in the units has been kept to a minimum.
Much time and attention has been spent to the personnel’s special training. He spends the majority of the time in fire prevention at the unit level, rendering direct assistance in fire prevention at the unit level. On 17th August of this year during an enemy air raid near Rezekne station an incendiary bomb had set ablaze a train car with artillery pieces and ammunition that was located in the center of the train. Himself at the station, Comrade Skivo took the necessary measures and organized a [trans: illegible] of equipment, mobilized the personnel, approached the train cars, and from there removed the items to a safe location. Due to his actions, five train cars with equipment and two with wounded personnel were saved.
For his self-sacrifice and displaying bravery and courage in saving defensive equipment and personnel, Comrade Skivo is deserving of the Order of the Patriotic War II Class.

I report that on 17th August of this year at the Rezekne Station there was an enemy air raid that dropped a large quantity of fire bombs causing seven fires, one of which set a fire on a train car laden with artillery pieces and ammunition and this vehicle was in the center of twenty-two car train.
Located at the station, 13th Air Army Fire Inspector Senior Lieutenant Comrade Skivo and Captain Comrade Kolchin displayed bravery and courage by taking measures and organizing a crew of six personnel and equipment, they evaluated the situation, and evacuated the train cars to a safe place. As a result, five train cars with materiel and two hospital cars with wounded were saved.
I ask you to recommend Senior Lieutenant Comrade Skivo and Captain Comrade Kolchin for State decorations for displaying bravery and courage and saving military equipment and personnel.
