Exactly. All Nar-Koms (People's Commissariats) were renamed to Ministries in March 1946 - Simply meaning no NKPS (or other NKs) Badges were made after this date. With this "Excellent" series, the NKPS production runs from their creation until March 1946. They could be wartime production but that doesn't mean that is a certainty.
Finding a documented Badge with a dated photograph of the recipient would prove wartime production, a naked Badge can not.

Yes, reverse low relief and the "enamel" spilling over onto the mobile oven are obvious signs.
