The only serious explaination that comes to my mind was that the guy got this tatoo on his de-mob as a KGB troops enlisted man...

That also may be possible. Maybe it was to tell people when he wasnt wearing uniform, "You Behave!!!, I Was KGB!"

I had a patient once

She was active duty Army enlisted and had a DDR flag tatoo on her shoulder from a 1989 tour in Berlin. I use the picture in lectures as an example that before you have a flag tatoo placed, make sure the country isn't about to go belly up. This shows it in mid-removal process. We still don't have good lasers for green.
