The two is for second level.

This is confusing because it can mean two different things depending on the badges. Here is what I think, but maybe Alexei can help.

On sportsmen badges is would mean 2nd razryad or 2nd place - in other words not as good as 1st place. Likewise, on 1960s-80s military proficiency badges the 2 comes under 1 and M level.

But, I think that for old qualification badges like this one and like the Voroshilov's rifle badges it is 2nd "stepen" and is actually higher than the standard 1st stepen. It is definitely much rare to see II on these badges. I think it means the receipeint reached a higher level of proficiency.
