State Order "Mīrwais Neeka".
Few details are available. I doubt if it ever got beyond the prototype stage. I know that copies of design drawings appeared on eBay some time back.

Re: Order of Mirwais Neeka
I am not sure I believe this name (wihch is asserted by a well-known German collector). I believe this is the Order of Ahmed Shah (see Тисов и Ширшов, Государственные нагрвды Афганистана, pp. 58-59).

Re: Order of Mirwais Neeka
The drawing states Ордена "Имени Мир-Вайс Ника" (Order "Named Mir-Vajs Nika"). As for who wrote that who knows?

The reverse could have a clue to a Pashto name. Pashto is easy enough to read and translate once in the right mindset (easier than Khmer I can tell you!).
Thinking about this particular Order a little more it would be surprising if this award got beyond prototype as it clearly goes against the second commandment, which although isn't a communist guideline will certainly have had a great influence on stylistic choices for the awards in the country.

Re: Order of Mirwais Neeka
I like the design of this Order. It reminds me of the Order of Kutuzov. Wonder if the awarding criteria was to be similar?
