Order "For Military Merit".
The award was instituted on January, 1, 1952 in three Classes.
Awarded to commanders of military units, military establishments and units, civil persons and foreign military men for merit in the Armed forces during peace time.

There is no noumbered orders of that type.You have only 5 torches and 6 torches types and silver marked pieces and tombak types whitout marks.

The language is Yugoslavian :) The writing says "Order for military merit with silver swords.

Yes it is Serbo-Croatian latin script (lamguage).
