Unknown badge- RKKA or fantasy?

Hi,
I saw this badge being offered, but I cannot identify it. Do you know what it is? To me it looks like baltic fantasy. Maybe it is also a real cavalry badge from the RKKA time, but I dont think so.

In fact that looks more like it was done in someone's basement rather than an illegitimite mint facility.
