All the information I have about Comrade Levchenko was obtained from an entry on "VK", a Russian social media site. A primitive translation follows.

"He was a former chief agronomist at kolkozh after Gerasimenko (Anisov village). During his first years the 'Way to Communism' showed significant uprising in results. Although, his character as a leader was weak, he had low trust into middle-level specialists and preferred to do and check everything himself. During first years the regional branch of communist party supported him a lot, his plans for sowing and planting crops were always positively accepted. On bank accounts at Gosbank, a large amount of money was always kept, the passing balances from year to year were almost million (at most 970 thousand rubles). Animal husbandry was put on a higher lever, agriculture was radically improved and advanced methods were introduced. In 1981, Mr. Levchenko started to have health issues. His nervous system could not stand the pressure. He repeatedly passed the course of treatment but it did not get the desired results. As he hasn't received the support from his closest assistants, in June 1982 the chairman Sivoraksh A.V. was elected."
