Yes the surface of the medal looks a little bit strange. With a lot of little dot´s on it. The surface is a little bit porous . But I saw the same phenomenon on other medal too. Like this medal with serial number 65.049.

I don't think it's cast, looks more like it was sandblasted or wirebrushed, which makes me suspicious about the serial number. Can't say more based on the pictures.

So, the short answer to your question is "YES", these are widely and fairly accurately faked.

If I've got as fake Veteran Of Labour anything and everything can and will be faked. As long as someone is making money it'll be faked. Believe it or not I've seen many fake American dimes in circulation, so it doesn't really matter how much someone is making money as long as they're making some in fakes.
