Yes, it's Polish. Seems to be ZMP membership badge, tough I must admit I have never seen one myself. It's quite rare (which doesn't mean expensive), as the ZMP (Związek Młodzieży Polskiej - Polish Youth Association -equivalent of Soviet VLKSM) existed only from 1948 to 1956.
