Request for translation help!

I THINK that I have copied this Russian phrase correctly, but I am not certain, because I have a difficult time with the cursive or lower-case Russian alphabet, and this phrase as it was printed used lower case or cursive letters.

It is a description of a Soviet Navy banner, but I am not certain of the specifics.
Any help would be greatly appreciated !

l\Literally - "Banner of Soviet naval units" (the voiskovye chasti and soedineniya are large- to medium-sized units to differentiate them from smaller units that wouldn't have had their own banners anyways).

I'd say "Banner of Soviet naval units and formations". It's just a small detail, but chasti denotes units and soyedinenia formations. Just like in English the two together cover all sizes; in the army for example everything from platoon up to brigade level is a unit and everything from brigade level upwards is a formation.

I'm sure the location can be found through the reference number (1783) but that's far beyond my own knowledge and references. Someone out there will know.
