When it comes to OPW'85s it can be very hit and miss. With bureaucracy as it was in the Soviet Union some of those eligible may have not received their award before the collapse. I have put the name of high (over 6.5 million) OPW2s in and not yet had a hit. I do not know if this is due to them being awarded by post Soviet nations or another reason. The way the information of OPW'85 awards is arranged it looks like it was entered alphabetically rather than by date. The recipients I have looked for have been mid way through the alphabet and are still missing. Permanently or not I don't know.
We all know how it goes with researching awards - it can be very hit and miss, confusing, frustrating or elating. My best advice would be to give him another try in three months or so. If he turns up you know you have something missing, if he doesn't it will always be questionable. It is always very disappointing to see groups "topped and tailed" though - when the VOG (or other GPW awards) and OPW '85 has been stripped and the commemoratives are all that remain.

Does the name in the award correspond with "якушин владимир захарович" and would his name be translated to Vladimir Jakushin? If so, could this award belong to the general on this website? Прикарпатский военный округ - страница клуба "Память" Воронежского госуниверситета There are more awards to this person with two award booklets: ORB ORS Order for the Defense of the Homeland Order of the October Revolution Thnx in advance! |

He did. The other awards are not there as they are not GPW awards. Strangely his OPW '85 is not there either.

Although the name is the same, those are not the same person. The first hint is that the officer on Podvig Naroda was only a Major at the end of the war in May 1945. He would have needed to be promoted 4 times in the peace period between 1945-1970 to reach the rank of Lieutenant General as listed on the website referenced.
The second hint, which is more definitive, is that the Lieutenant-General, if he was still alive in 1985, would have received an OPW I class, and not a II class. As per the Statutes for the 1985 OPW, "The Order of the Patriotic War 1st Class (is awarded to) Marshals, Generals, and Admirals who directly participated in the Great Patriotic War in the active army, partisan formations, or the underground, not dependant on military rank during the period of the Great Patriotic War" The statutes also specify that any direct participant in the GPW who was awarded orders of the USSR or a medal for Bravery, Ushakov, Nakhimov, Partisan, or Combat Service is also eligible to receive an OPW I 1985. The OPW II was for any direct participant in the GPW who was not covered by regulations for the 1st class. In this case, both the Lieutenant General from the website and the Major from Podvig Naroda would have received an OPW I class if they were alive in 1985. Maybe you have the decorations of a third person of the same name? The ORB of 21 February 1978 was given on the occasion of the 60th anniversary of Soviet Armed Forces. It certainly is possible to be promoted 4 times in 25 years.
It is also possible that he got an OPW2 due to an administrative mistake or due to being cashiered. There may be many people of the same name. The answer would be Research. In 25 years of "peace" http://soviet-awards.com/forum/sovie...-ethiopia.html went from a Senior Lieutenant to Major-General (and then 2 years later a full General in the Ethiopian Army).
