The Commemorative Medal "Admiral Gorshkov" (Памятной Медаль «Адмирал Горшков») was founded 27th January 2003 by ministerial decree #25 and is awarded for designing, creating, supplying or testing naval equipment and materiel.
With a blank document (note RF documents scan poorly due to gloss).
