"Excellent Border Guard" Badge.

Here is an example of an excellence badge for a member of the Border Guards - Kivalo (excellent) grade. I don't know what the position is though, I'm familiar with these roles:

Hallgato - Cadet
Katona - Soldier
Rajparancsnok - Squad Leader
Szakaszparancsnok - Platoon Leader
Szazadparancsnok - Company Commander

"Alegyseg PKH.-E" has me stumped, could it be similar to the Polish subunit / subdivision commander?

It would be someone with the rank we would call "Officer Commanding" in Britain.

Usually a rank around Captain/Major/Lieutenant Colonel.

Not to be confused with "Commanding Officer".
