An unknown badge to me so need help with it.

Nice Badge. There are a few elements to this badge. The text says Champion. The upside down "V" is an "L" which stands for Leningrad (today St Petersburg), of course the disk has a sailboatand some scense from around Leningrad on the side. Putting all of that together I am guessing it is for a Leningrad Sailing Club competion.

It appears that differnt sport disks could be added to the base badge. Is there any prongs from the disk folded over on the back side?

Unfortenately the badge is not mine and this the only picture I have. It was just sold in the price 10 euros when I noticed it. But I became curious because I have not seen that kind of badge before and did not found it from my reference books.
