Strange cap cord

I have this cap for quite some time and am still not sure about this little detail - the cord. I have seen few of those "original" marshal caps with such thing. What is this?

The cap is a summer Police cap and the cap cord is standard for this type of cap. It differes from the military type cap cord in that is a yellower shade and made from fibre. There are cap cords on Marshal's and general's caps but they are completely different. Check out the thread on KGB generals caps and have a look at the pic of the generals cap I posted up and compare this with your one.

This is misunderstanding.
I know this one is militia officer cap, but I have said that I have also seen such thing on some of marshal/general cap they sell as original that are produced nowadays.
I didn't know this is typical for militia, esp. that I saw militia caps w/standard cord as well.
