Does anyone know what this is? I'm curious about the piping. :)

Looks like a railway serviceman cap. The hole in the crown may be where the "winged wheel" has been. If this cap is a such one, then I guess the cap wreath is wrong.

Yes, that certainly looks like a railway cap with the wrong cap badge. The hole in the crown and the green piping is also the giveaway to it being a railway cap.
