What make you think it’s non regulation tie?

In regulations it says black tie for full dress uniform and gray tie for every day uniform. At the moment I don’t have technical specifications for manufacturing ties for diplomatic personnel , but I got feelings that is a correct tie.

Seems like non regulation to me because the tie (see the tie of Gromico) is not smoth - in texture and has a pattern.

Hello,

I'm agree with Tal Inbar, Gromyko's tie have civilian patterns. Vyshinsky wore also civilians ties with his uniform. I have found this on the internet, but I'm sure I have a better photo at home. But you known surely this kind of fantaisy Vvadim, I remember an aviation general of the thirties on the RKKA site...
