Not sure if this is the best translation, but I believe that "distinguished printer" would be wrong, as it's not only for printers.
A few questions:
1.What was the badge awarded for and on what occasions could foreigners got it?
2.What did the badge itself look like?

Which could include folks who printed/published materials from magazines, to pamphlets to novels that either portrayed life in the SU as along the lines that the Party approved of.

Khelena is wrongly written name Helena, which in Russian is Elena (correct version would be either Elena or Gelena). From other source I got a clue that she was Polish (and in fact, it seems that there was a school teacher by that name here in PL) altough the surname is unspecific.
